Cable Modem
My provider is blueridge cable or ptd, which can be found here: http://www.blueridgecable.com and the advertised speed is 800/800.

i'm getting about 600-750 on the tests.  I only download at about 50-90 kbp/s.

I have Windows XP.  I do have a linksys router sharing the connection among 3 computers, which are not always on.

Here is my results for the TCP Test:

Hi Hippie, try using these settings, don't forget to save to registry and reboot, and btw 90kB/s as reported by IE is 720kbps.  You are confusing kiloBITS and kiloBYTES.
